Grand Strategies for Climate Change
Dealing with climate change is more urgent than ever. We all know about the recent weather catastrophes. Worse is certain to come. Actions are being taken to mitigate climate change, but collectively they don’t amount to nearly enough. There is no overarching strategy, not even within most individual countries. There is still a great deal of argument about what to do. Should it be carbon pricing or strict regulation? Is technology going to save us? Do we need significant changes in personal behaviour? Should we focus resources on adaptation rather than mitigation? Should we just give up and rely on massive “geoengineering” initiatives? Most countries are doing the barest minimum, not even meeting their inadequate Paris commitments
The upcoming COP 26 climate change conference in Glasgow is the most important since the 2015 Paris conference. Glasgow is where nations are supposed to up the ante and commit to much more than they have to date, and bring forward realistic plans to achieve their new targets. The question is whether they will bring forward “grand” strategies that really match the situation we are in, or whether they will continue to take an incremental approach. Will the nations achieve consensus on the optimal strategies and agree to act in a coordinated way? In this course, which will coincide with the Glasgow conference, we’ll explore the strategic options the world has to avert complete disaster.
