The Panama Papers highlight what we already know – that the rich and powerful hide billions in taxes from almost every government on the planet. According to the Tax Justice Network, a global NGO, individuals hold $32 trillion (that’s with a “t”) in offshore tax havens, evading taxes of about $300 billion annually, three times what the developing world needs to fight climate change!
What is more subtle and insidious is how large corporations and wealthy individuals manipulate the tax system with complex artificial, barely legal schemes. In this they are aided and abetted by banks and obscenely paid professionals.
In this course we will explore how both the use of tax havens and artificial tax avoidance schemes are allowed to happen, how they work, what is being done to stop them and what more needs to be done. The big question is why countries do not strengthen and enforce their own laws to prevent tax evasion and avoidance. What is behind their reluctance?
